Epoxy Flooring in Halesite, NY: Garages and Basements by the Harbor

Older houses beside Huntington Harbor: what tidal flooding, ground water near the shore and a historic district change about a floor in Halesite.

Halesite is where the Town of Huntington keeps the Halesite Marina and Town Dock on Huntington Harbor, with its Harbormaster's Office behind the Halesite Fire Department. The Census Bureau's 2024 Gazetteer gives this census designated place 0.892 square miles of land; a CDP is drawn for counting, not as a legal boundary. Halesite is none of the four incorporated villages the Town lists, so its permits come from Town Hall.

The houses are old. Halesite's median year built, 1955, is the earliest estimate among the places we serve, in Census Bureau figures for 2020-2024 from its American Community Survey, and 69.4 percent of its housing units predate 1960; the same survey puts the whole Town at 1963, as our Huntington floor coating data page shows.

The water is the other half. In its passage on places of worship, the County's 2026 draft hazard plan names Halesite and Huntington Bay as areas where storm surges and tidal flooding raise the risk of damage, and on the USGS map of water-table depths in spring 2016 the harbor's shores fall, as we read it, in the shallowest class. So our first question about a Halesite garage or basement is whether water has ever crossed the floor, and from which side.

Tell us the room's size, what covers the slab now and whether storm or tidal water has ever reached your Halesite floor; a written quote follows our visit and slab test.

Halesite's rules: Town permits, flood-zone review and a historic district

For Halesite, permits come from Building & Housing, a division of the Town's Engineering Services at Town Hall; the Division takes applications through an online portal. Under its filing guide, revised 9/1/2021, slabs and driveways need no building permit, while finished basements and garages sit on the permit list in the Town's 311 knowledge base; neither source mentions floor coatings. A flood zone adds a step: in the County's draft plan, an application flagged for one goes to the Town's floodplain administrator, and the property's history report is reviewed. The County's FEMA-approved 2020 plan dates the flood insurance rate maps in effect to September 25, 2009.

The County's plans record Halesite damage at the Town's own waterfront. The 2026 draft hazard mitigation plan says a tidal surge put the Harbormaster's Office utilities underwater, its gas furnace and air conditioning among them, all at grade level, and that storm surge failed the sheeting of the Halesite Town Dock bulkhead and washed its soil backfill into the water; it marks the replacement completed. For streets, the 2020 plan calls flooding along East Shore Road a recurring problem that has become worse, without saying which stretch.

The National Register record for the East Shore Road Historic District, published in 1985, gives its location as Halesite, and the Town's 2018 historic preservation guide describes modest houses there, the majority built between 1860 and 1900. The district continues into the Village of Huntington Bay, whose own officials issue permits. Inside a house, the guide is plain: the Preservation Commission looks only at exterior structural changes and does not review permits for interior alterations.

Garage epoxy over Halesite slabs as old as their houses

A garage slab poured with a Halesite house is as old as the house. In the Census Bureau's 2020-2024 estimates, the 1950s account for 424 of the place's housing units, more than any other period the survey reports. Such a slab can hold decades of oil, patches and paint. We grind it back to sound concrete with diamond tooling, fill spalls and cracks, and strip old coatings, since Sherwin-Williams singles out previously coated floors for special preparation ahead of epoxy.

Salt rides in on the tires all winter. The Town's stormwater plan has winter's sand and salt swept from its roads each spring, north shore roads and lots first, for the sake of the water bodies there; that clears the streets, not the slab just inside a Halesite garage door. We repair scaling and pits at the door before the primer and finish the epoxy with a full flake broadcast, whose texture, Torginol's data sheet says, gives the floor anti-slip qualities. Our cost guide has the national prices.

Picking a Halesite garage coating when storm water can reach the door

Where storm water can reach a garage, the coating decision starts with a moisture reading, not a color card. A Halesite garage floor that has been under water is left to dry and tested again before anything is mixed, because the limits are tight: Citadel's comparison table marks epoxy, and its own polyurea base coat, as not intended for damp concrete, and Laticrete holds its Spartacote Flex SB polyaspartic to a slab humidity of 75 percent or less by the ASTM F2170 probe test.

A dry Halesite slab can take a flake floor on an epoxy base under a polyaspartic topcoat, or a polyurea base under the same topcoat when the cars must be back the next day. A slab that reads high starts with a moisture-mitigating primer, or stays bare under Prosoco's Siloxane PD, a penetrating repellent its maker says still lets the concrete breathe, with the caveat that open joints and cracks remain a way in for water. Floor paint fits a garage that holds more boxes than cars.

Halesite garages that take water: what tiles, mats and coatings do with it

In a Halesite garage that takes water, each floor does something different with it. RaceDeck calls the seams of its interlocking tiles tight but not watertight, and Swisstrax's drain-through tiles are perforated to let liquids flow through, so some of the water that gets in reaches the slab under either. A coating is a nonporous film, in the words of Laticrete's Flex Pure data sheet, so the water stays on top until it is squeegeed out and the floor washed.

Tiles and mats still win in some Halesite garages. Census estimates for 2020-2024 have owners living in 86.3 percent of Halesite's occupied housing units; a renter, or an owner about to move, can take Swisstrax tiles along to the next house, its maker says, while a cured coating belongs to the slab. A roll-out mat suits a slab that will not be repaired this year, though G-Floor lets its mat relax, typically for 72 hours, before trimming. We sell neither, and say so at the visit when one fits better.

Installing a floor in Halesite: three clocks and nothing down the drain

Three clocks set a Halesite installation. The slab test runs first, and its reading picks the system. The Town keeps the second: under section 141-4 of its code, building alteration or repair is a noise disturbance outside a weekday window that opens at 7:00 a.m. and closes at 6:00 p.m. The third is the forecast: Westcoat's sheet for its EC-101 polyaspartic, for one, wants 48 hours of cure before the floor meets water, so a Halesite floor that storm water can reach is coated only when the forecast allows that long.

Nothing from a Halesite floor goes down a street drain. The Town's stormwater plan gives paint poured straight into a drain as an example of an illicit discharge, and the County's draft plan says Chapter 170 of the Town Code addresses paint products, hazardous waste and sediment reaching the Town's storm sewers. Grinding dust goes to our collector, and leftover resin, pails and rags leave with us: by the Town's 2026 calendar, section 133-1 of the Town Code puts that duty on anyone paid for home improvements.

Polyaspartic topcoats for Halesite garages the cars need back tomorrow

The American Community Survey's 2020-2024 figures show 67.8 percent of Halesite households keeping two or more vehicles, so a garage closed for days moves cars to the driveway or the street. A polyaspartic topcoat shortens the closure: Laticrete's Spartacote Flex Pure sheet lets vehicles on after 24 hours, at a temperature of 70 degrees F and a relative humidity of 50 percent. A short cure does not settle a damp slab, though: Laticrete's FAQs say polyaspartics "will not breathe", so the probe reading still decides.

The trade-off is a short working window. Flex Pure allows 10 to 15 minutes, by Laticrete's sheet, which warns that more heat or humidity shortens it along with the dry and recoat times, and Citadel wants relative humidity under 75 percent for its RG-80X topcoat. So on the morning of a Halesite job we read the garage's air, slab and dew point before anything is mixed, and a muggy day can move the date.

Halesite basements: ground water near the harbor, read with probes

Below grade in Halesite, the question is the ground water. In USGS's account, streams running north cut the north shore's deep harbors, and its SIM 3398 (2018) says depth to the water table follows the land surface, coloring the shallowest areas red where substructure flooding is more likely; by our reading, the shores and valley floors around Huntington Harbor are red. The County's draft plan, proposing a Town-wide flood study, counts rising groundwater among the Town's causes of flooding. So we set probes in the slab under ASTM F2170 and ask when the basement last took water, and from where.

If the probes read high, the system starts with a moisture-mitigating epoxy primer, within its maker's limits: Dur-A-Flex says its mitigation primer will not prevent osmotic blistering unless the slab's salts are at acceptable levels, and Laticrete calls its NXT vapor reduction coating no replacement for a waterproofing membrane. Simiron's Polyaspartic HS sheet adds that seasonal changes in ground moisture can bring excessive vapor even after a passing test, so we ask how a Halesite basement fares in storms and tidal flooding, and coat none that still takes in liquid water.

Why a metallic floor in a Halesite room starts with the slab under it

Metallic epoxy hides nothing: no flake breaks up the surface, and Sherwin-Williams warns that flaws left uncorrected in a slab can reflect through the finished floor. The Census Bureau's 2020-2024 survey dates 44.6 percent of Halesite's housing units to the years from 1950 through 1969, and a slab of that age has had decades to gather patches and cracks, so we may price a self-leveling topping as its own line before the metallic coats, and we say in writing which repairs may still read through.

Laticrete's data sheet for its metallic pigments makes a mock-up or field test area mandatory and names sunlight, humidity, dew point and temperature among site conditions that may cause fisheyes, blistering or pinholes, so a test area goes down in the room first. A Halesite basement room passes the moisture test before any of this, and a room with direct sun gets a light-stable topcoat, since Sika's sheet for its Sikafloor-264 epoxy warns that it discolors over time in sunlight.

Shared and commercial floors in Halesite's larger buildings and by the water

Larger buildings change the rules. By the 2020-2024 American Community Survey, 10.1 percent of Halesite's housing units are in buildings of five or more units, and Suffolk County's home improvement law reaches only one- and two-family houses (Code section 563-16), so a shared garage, laundry or boiler room in a larger building falls outside it, and we plan it as a business floor. The Town's 311 article lists interior alterations and garages among commercial projects that require permits; which list a larger residential building falls under is the Town's call, so the owner or board asks Building & Housing first.

Near the water, a business floor is chosen with flooding in mind. FEMA's flood insurance data in the County's draft plan count 575 claims and 44 repetitive-loss properties across the Town, without breaking out Halesite, so for a shop, a meeting hall or a mechanical room near the harbor we favor a textured broadcast floor that can be washed down and recoated.

Polished concrete in Halesite: no film on a slab over damp ground

A polished slab carries no film, so vapor rising from damp ground has nothing to lift. Sika's knowledge base describes the failure a polish avoids: moisture trapped under an impermeable film can build enough pressure to blow sections off or raise blisters. For a sound Halesite basement slab that reads above a coating's limit, we price a polish beside a mitigation primer, once the surface is hard enough: ACI 310.1-20, the polishing specification, wants a Mohs hardness greater than 4 at the slab surface.

Grit and soft concrete set the limits. A 2009 Concrete International article hosted by the ASCC says dirt and grime dull a polished floor by abrading the surface, and makes daily dust mopping the routine. A soft surface may still polish, since the Concrete Polishing Council names a densifier among the remedies for weak concrete. A salt-scaled garage apron is a resurfacing job instead.

Halesite's oldest slabs: patch, resurface, or get an engineer's view first

Halesite's oldest houses predate 1940: the Census Bureau's year-built table, B25034, dates 221 of its housing units to 1939 or earlier in the 2020-2024 survey. In a house that old, we tap the slab for hollow spots, which NRMCA's CIP 20 calls delamination, and look for scaling at the door and spalls at the joints. Wolverine Coatings' bulletin says surface deterioration does not necessarily mean unsound concrete, so the job is sized by what lies beneath: patches and a grind, a new surface, or an engineer's opinion first.

A new top keeps its joints: Euclid Chemical's Re-Cover sheet says to always re-establish floor and slab joints, and Sherwin-Williams warns that coating over moving joints can crack the surface. Cure waits differ by product: Sika lets epoxy go over its SikaQuick-1000 patching mortar after 6 hours at 73 degrees F, and CTS Cement's Rapid Set Cement All asks 16 hours before an impermeable coating. ARDEX's K 301 sheet adds that the topping lets moisture vapor pass freely, so we test a resurfaced Halesite slab again before the coating goes on.

Questions

What Halesite owners ask about the district, ground water and tides

Does coating a floor in Halesite's East Shore Road Historic District need Preservation Commission approval?

Not according to the Town's preservation guide, which confines the Commission's review to exterior structural changes and leaves interior alteration permits outside it. Town Code section 198-41 also leaves interior changes to a landmark alone. Outside work differs: within a district, a certificate of approval must come before the building permit, and the guide cautions that this can add three or more months before a permit issues. The guide gives the district national, state and local landmark status, though the Town Code's list of districts, as far as we could read it, does not name East Shore Road, so ask Building & Housing before changing the exterior.

How deep is the ground water under a Halesite basement near Huntington Harbor?

No source we have read gives a depth for one lot. On sheet 4 of USGS's SIM 3398, the April-May 2016 water-table map, as we read it, the shores of Huntington Harbor fall in the band its legend labels less than 11 feet below land surface, and a monitoring well on Northern Boulevard at the head of the harbor shows 12.53 feet to water; USGS puts the map's vertical error at 5 feet either way. For the Town as a whole, the FEMA-approved 2020 plan's Town of Huntington section ranks shallow groundwater Low. Whatever the map shows, your slab gets a probe test.

Will an epoxy floor keep tidal water out of a Halesite garage?

No. A coating finishes the slab; it does not stop a flood, and Rust-Oleum prints on ESH-08, the data sheet for its basement kit: "This is not a waterproofing product." The Town's handling of its Halesite Harbormaster's Office points the same way: the County's 2020 plan lists raising the office's utilities as a Hurricane Sandy grant project, and the 2026 draft describes a new building floodproofed to the 500-year flood level, though it marks that action discontinued while also checking it for inclusion in the updated plan. A coated floor gives you a nonporous surface to wash after the water leaves; our pros and cons guide covers the limits.
