Epoxy Flooring and Garage Coatings in West Hills, New York

Jayne's Hill, mid-century houses, the Whitman Historic District and households with three or more vehicles: what each means for a coated floor in West Hills.

A two-car garage with a gray and white epoxy flake floor, both overhead doors open to a driveway edged with clipped hedges and oak trees, gray cabinets and an oak workbench along one wall

The top of Jayne's Hill, which Suffolk County Parks' West Hills County Park page calls Long Island's highest peak, falls inside West Hills: the Census geocoder places USGS's point for the summit in the hamlet, though the County gives the park a Melville address. The geocoder also puts the LIRR station MTA calls Cold Spring Harbor inside this Town of Huntington hamlet; a railroad history hosted by the Town says that station had to stand south of Cold Spring Harbor itself.

Floors here belong to mid-century houses. Estimates for 2020-2024 from the Census Bureau's American Community Survey show one-unit detached houses making up 92.7 percent of West Hills housing, date 67.0 percent of it to 1950 through 1969 and put the median year built at 1961. A slab that age can carry decades of oil, salt, patches and old paint.

An epoxy floor here therefore starts at the concrete, not the color card: a moisture reading by whichever test the coating's data sheet names, then the cracks, the apron and whatever coats the slab now. The system follows from those findings and from how long the cars can stay out; the quote comes in writing, and the national survey prices we cite are on our cost page.

Tell us the floor's size, what covers it now and, for a garage, how many cars need it back, and we will test the slab at your West Hills house before quoting in writing.

Permits, the Whitman district and flood maps in West Hills

West Hills has no village government: the Town's About Huntington page names the four incorporated villages as Northport, Asharoken, Lloyd Harbor and Huntington Bay, and the County planning department's hamlet map (January 20, 2010) labels West Hills a hamlet of the Town. Building permits here come from the Town's Building & Housing Division at Town Hall. Slabs appear on the no-permit list in the Division's filing guide (9/1/2021 revision) and finished basements and garages on the Town's 311 list of projects needing permits, but floor coatings appear on neither, so a question about one job goes to the Division. By the same guide, a fee triples when work was built without its permit.

Section 198-42 of the Town Code carries two Whitman designations: certain parcels on West Hills Road and Chichester Road form the Whitman Historic District, and the public rights-of-way of roads such as Mount Misery, Chichester, West Hills and Sweet Hollow Roads form the Whitman Heritage Corridor, a designation of the roads themselves rather than the houses along them. Under section 198-41, a certificate of approval is needed where work will change a designated building's exterior design or appearance, and the Town's 2018 historic preservation guide confines the Historic Preservation Commission's review to exterior structural changes, adding that interior alteration permits do not come before it. A coating on a garage or basement floor leaves the building's exterior as it was.

In our check against the West Hills census boundary, FEMA's National Flood Hazard Layer returns Zone X alone, its class for minimal flood hazard, and we find no flood-prone place in the hamlet named in either County hazard plan, the FEMA-approved 2020 plan or the 2026 draft. The draft does list Jericho Turnpike (the Census geocoder places a West Jericho Turnpike address in West Hills) among Town corridors growing more exposed to flash flooding, naming no stretch of it. Vapor in a basement slab is another matter, taken up below.

Garage floor epoxy in West Hills, where most households keep two or more vehicles

Most West Hills households keep more than one vehicle: the Census Bureau's 2020-2024 estimates find two or more vehicles available to 80.4 percent of the hamlet's 1,940 households. Each of those vehicles can bring winter road residue up the driveway. The Town's stormwater program plan, updated January 2, 2026, has its sweepers lift winter sand and salt from Town roads starting in spring; until then the residue rides in on the tires.

On a sound, dry slab we lay the flake system: diamond grinding, repair of any scaled concrete inside the door, an epoxy base with vinyl flake thrown in until no wet resin shows, then a clear topcoat. With two or three cars waiting on the driveway, the cure is what to plan around. Westcoat's sheet for one epoxy, EC-36, keeps wheels off for 72 hours, timed at 72 degrees F; cold stretches that figure, so the quote names the day the cars come back in.

Which coatings a West Hills garage can take in January, and which wait

Cold rules out some resins before color comes up. Sikafloor-264, a Sika epoxy, is rated for application at 50 degrees F and up on its data sheet, and NOAA's Centerport station, inside the Town, averages just 4.5 January days whose high climbs that far in its 1991-2020 normals. Those are outdoor readings at one station, not the inside of a West Hills garage, so the reading that counts is ours, taken on the day: slab temperature, air temperature and dew point.

Two of Citadel's resins are rated far colder. Its sheet CDL-10 allows the RG-80X polyaspartic topcoat at temperatures as low as 30 degrees F, CDL-11 allows the Polyurea-350 base coat down to 0 degrees F, and both cap the range at 90 degrees F while warning that cold can slow the cure. For an unheated West Hills garage in January that favors a polyurea base under a polyaspartic topcoat; an epoxy base waits until the slab can stay above its limit through the cure. Our Huntington floor coating data page lists Centerport month by month.

Garage flooring where owners stay: a coating in West Hills, or tiles

In West Hills the person choosing a garage floor nearly always owns the house: the Census Bureau's 2020-2024 estimates find owners living in 95.0 percent of the hamlet's occupied homes. An owner who plans to stay gets the most from a resin film gripping the slab, which stays with the house at a sale. Swisstrax, by contrast, points out that its interlocking tiles can go with you to the next house.

Tiles and mats demand much less of the concrete: no moisture test, no grinding, and RaceDeck allows 2 to 4 hours to lay a whole garage. Under tiles the slab itself stays bare, and RaceDeck's own FAQ calls its seams tight but not watertight. We install coatings and sell neither, so when a West Hills slab fails the moisture test and must be covered within days, we say plainly that tiles suit it better.

Installing a floor at a West Hills house, Whitman district parcels included

All of the work happens inside the garage or basement, which matters on the Whitman Historic District parcels of West Hills Road and Chichester Road: no door, window or wall changes, so by the Town's preservation guide there is nothing for the Commission to review. Grinder dust goes into our collectors and a HEPA vacuum, not the yard; the noise is what reaches the street, and Town Code section 141-4 holds it to weekdays, 7 a.m. to 6 p.m.

Testing comes first and the topcoat last, with grinding, repair, primer, base coat and broadcast between, each gap timed by a data sheet. A calcium chloride test starts days before the grinding, because KTA-Tator gives its sealed dome 60 to 72 hours on bare concrete. Between epoxy coats, Sherwin-Williams' ArmorSeal 1000 HS sheet allows the next one after 8 hours at 77 degrees F but not before 24 hours at 50 degrees F (and no later than 7 days), which is how a cold garage stretches a job.

Polyaspartic for West Hills households with three or more vehicles

No place on our service-area list has a larger share of households with three or more vehicles than West Hills: 38.9 percent, by the Census Bureau's 2020-2024 figures. Polyaspartic gets such a household's cars back inside sooner: Laticrete's Spartacote Flex Pure sheet (DS-86.6-0126) and Citadel's ET-80 sheet (CDL-15) each allow vehicles at 24 hours, under the conditions each states, where Rust-Oleum's ESH-06 gives its EpoxyShield Professional epoxy 4 days.

Speed costs working time and film: Flex Pure's sheet allows 10 to 15 minutes per mixed batch and caps each coat at 10 mils wet. The slab must still qualify. Laticrete's sheet for its sibling Spartacote Flex SB (DS-864-0822) allows no more than 75 percent relative humidity in the slab by ASTM F2170, where Sherwin-Williams' Form G-1 accepts readings up to 80 percent, and over that line the answer is a moisture-mitigating primer within its maker's limits, not a topcoat that cures sooner.

West Hills basements: Long Island's high ground, and water perched in it

Jayne's Hill stands at 400 feet by Suffolk County Parks (401 on the County's trail map, 400.9 in a trail guide the Town hosts), but the hills hold water of their own: USGS Water-Supply Paper 1669-D (1964) found the Huntington-Smithtown area's most extensive perched ground-water body in the Harbor Hill end moraine of the northern West Hills. The paper means the range of hills, not the census hamlet, and it maps no single house.

So each West Hills basement slab is measured before a system is named, by probes in the slab (ASTM F2170) or a sealed calcium chloride dome (ASTM F1869). By the account of Stonhard, a maker of resin floors, slabs older than 25 years carry a risk that no moisture barrier was laid beneath them, and the 2020-2024 American Community Survey dates just 1.6 percent of West Hills housing to 2000 or later. Missing barriers matter to primers too: Sherwin-Williams' Resuprime MVB sheet, rated to 100 percent relative humidity at 17 mils, requires a functioning vapor barrier and no hydraulic pressure.

Metallic epoxy in a West Hills basement room: flat concrete, little sun

Nothing in a metallic floor hides the slab: there is no flake, only a clear epoxy carrying pigment over a colored base. Westcoat's Liquid Dazzle specification (revision 2/26) concedes the system may not hide shot blast tracks, rough concrete or epoxy patches, and the slab under a mid-century West Hills house may carry decades of patches. We grind and repair first, and say beforehand which repairs will still show through the clear coat.

Sunlight is the second limit. Sika warns that its Sikafloor-264 epoxy discolors with time under sunlight, and an open garage door lets the sun in, so we steer a metallic floor to a basement room and leave the working garage, with its wet tires, to flake. The pattern forms while the coat cures, and Laticrete's metallic pigment sheet requires mock-ups, so you see a sample in your base color and pigment first, knowing the floor will not copy it exactly.

Shop and office floors in West Hills, under the Town's commercial rules

Housing in West Hills means houses, not apartment blocks: the Census Bureau's 2020-2024 estimates put 0.0 percent of it in buildings of five or more units. The Census geocoder does place three schools in the hamlet, Walt Whitman High School, Stimson Middle School and Oakwood Primary, though their mailing addresses read Huntington Station or Huntington, and the first two sit on boundary roads, where the geocoder's pick of street side decides the hamlet.

For a shop or office, the Town's 311 article on permits puts interior alterations among commercial work, and Saturday work needs a discretionary permit under Town Code section 141-4(I)(1), good for 9 a.m. to 5 p.m., for which section 87-23(H) charges $750.00 each Saturday. The system follows the room: a thin coat where nothing heavier than feet crosses, a slurry where carts roll. The Route 110 corridor, which the Town's About Huntington page places primarily in Melville, is covered in our Melville commercial section.

Polishing a West Hills slab: surface hardness comes before gloss

A polish makes the concrete itself the finished floor, so its surface has to be hard. The 2020 specification, ACI SPEC-310.1-20, asks that the slab surface measure above 4 on the Mohs scale (the Concrete Polishing Council reproduces the clause in its Position Statement #7), and in the Census Bureau's 2020-2024 estimates 47.4 percent of West Hills housing units predate 1960, decades before anyone wrote that line.

We check the surface hardness before offering a polish, and a weak surface is not always the end of it: the Council's statement on weak surfaces names a densifier as one remedy, and Prosoco's sheet for Consolideck LS, a lithium silicate, says most floors can reopen to traffic within an hour. Oil soaked into a parking bay, or salt scaling at the door, sends a West Hills floor to a coating instead. The quote names the gloss by the Council's levels, 1 (flat) through 4 (highly polished).

Resurfacing in West Hills, and the slabs that need more than a topping

"Steep slopes with thin soils" is how the trail guide posted on the Town's site describes the Ronkonkoma Moraine at West Hills County Park, and USGS's 1964 report sets that moraine along the northern fringe of the West Hills, on Mannetto gravel. None of our sources says what lies under a particular West Hills garage, and a resurfacer renews only the top of a slab. A slab that rocks, has sunk or sounds hollow therefore gets a closer look first, since Wolverine Coatings' bulletin doubts that a heaving, rocking or sinking slab can take a coating without repair.

Sound concrete takes a thin build. Euclid Chemical lists garage floors among the uses of Euco Re-Cover (Rev. 10.25), which runs from featheredge to 3/8 inch, and CTS Cement's Rapid Set NewCrete allows foot traffic in as little as 2 to 3 hours and driving in 4 to 8 hours. The new surface still wants protection in a garage: ARDEX says its CD Concrete Dressing should be sealed to help resist standing water, salt or oil, so on a resurfaced West Hills garage floor we plan a sealer or a coating as the last step.

Questions

West Hills questions: the historic district, perched water and addresses

Does coating a garage floor inside the Whitman Historic District in West Hills need Historic Preservation Commission approval?

We read the Town's rules as saying no. A certificate of approval under Town Code section 198-41 attaches to work that will change a designated building's exterior design or appearance, and the Town's 2018 preservation guide keeps interior alteration permits out of the Historic Preservation Commission's hands. A coated garage or basement slab on a district parcel leaves the outside untouched. Whether the floor job needs a building permit at all is a question for the Building & Housing Division. Exterior changes in the district do go to the Commission first, and by the guide's account that step can stretch the permit process by three months or longer.

Does sitting on Long Island's highest ground keep a West Hills basement dry?

No source we hold says so. USGS's 1964 report places the area's most extensive perched ground water inside the Harbor Hill moraine of the northern West Hills, so water can sit within the hills themselves. In our check, FEMA's flood layer shows only Zone X in the hamlet, and we found no flood-prone place there in the County's 2020 hazard plan or its 2026 draft, but a flood map charts water over the land, not vapor rising through a slab. Each basement slab therefore gets an ASTM F2170 or F1869 reading before we choose a system, and any moisture-mitigating primer appears as a separate quote line.

My mailing address says Huntington Station or Melville; is my house in West Hills, and who issues the permit?

Mailing towns and census lines often disagree here. The Census geocoder places Walt Whitman High School, which sits on a boundary road, in West Hills despite its Huntington Station address, and the Jayne's Hill summit there too, though the County lists the park in Melville; given your address, the geocoder will usually say which side you are on. That line is statistical, since a census designated place has no legal boundary. For permits it makes no difference: none of these places is an incorporated village, so the Town's Building & Housing Division issues them.
